Ministry of Education pays out deleted teachers from payroll

The Ministry of Education, Science and Technology says funding to district, town and city councils, for the payment of Teachers who were deleted in the system has been released.
In a letter addressed to Teachers Union of Malawi General Secretary, Ref No. ADM/7/10 dated 17 January 2020, Secretary for Education, Science and Technology, Justin Saidi is appealing to the TUM leadership not to hold a sit in saying the sit in will affect payment since the payment will be done through pay parade.
“Following the submission of corrected documents by Accountant General to Treasury, I am pleased to report that, Treasury has today, 17th January, 2020 funded all Councils respective amounts for such arrears. This information can be verified by TUM District Chairpersons. While acknowledging delays, we believe that the only surest and safest way of disbursing Government funds is through IFMIS.” Reads the letter in part.
Councils have been given 19th January, 2020 to submit processed arrears to Accountant General for cheques processing. It is therefore expected that pay parade will commence on 21st January, 2020. In view of the foregoing, Government wishes to request all teachers through Teachers Union of Malawi to consider suspending the proposed sit in.
“Suspending the SIT-IN scheduled to commence on 20th January, 2020, will allow teachers be met at their respective places to get their arrears through the pay parade. We would want to have no interruptions so that everybody gets his money in the shortest possible time;
Bring IDs at the pay points as proof of ownership; and Remain committed to the job as Government and TUM work in collaboration to address these matters in unison.” Reads the letter in part.
The Ministry has further explain, that Teachers that were missed on the payroll took heed of the circular letter dated 25th December, 2019 to submit National IDs through their respective cost centres.
The Ministry has further explained that District Councils submitted lists of teachers with corrected IDs to Department of Human Resource Management and Development(DHRMD) on 30th and 31st December, 2019 for initial vetting which was followed by a stakeholders meeting involving; Education, Treasury, Accountant General, National Registration Bureau and DHRMD held on 6th January, 2020 , where it was agreed to process with speed and pay direct to teachers using pay parade mode as one way of doing head count.
The ministry revealed that following scrutiny of the submitted documents by respective Councils, some documents had duplication and mathematical errors considering that some of these were processed with speed to meet datelines.
Councils were therefore requested to make appropriate corrections and resubmit to Accountant General a process which has been done.

UPDATE ON PROCESSING OF DECEMBER 2019 SALARIES .
Reference is made to your letter number TUM/MoEST/01/2020, in which you are calling for a SIT-IN from 20th January, 2020.
The Ministry of Education, Science and Technology wishes to update the Teachers Union of Malawi on the progress made in, as far as the processing of December, 2019 salary arrears is concerned:
Government remains committed to work with TUM in addressing grievances of teachers as it has shown before with scores of grievances addressed from the 2018/19 fiscal year and beyond, which among them, include: massive promotions, timely payment of salaries and leave grants, and payment of arrears. It is Government’s considered view that TUM shall remain the most versatile and understanding Union in the century.
We will continue to engage each other in a bid to promote quality education in Malawi.
